Özet
Veri temelli teknolojilerin günümüzde geldiği seviye devletlerin veri yönetişimi konusunda düzenlemelerde bulunmasını gerekli hale getirmiştir. Toplumun birçok kesimi tarafından veri temelli ekonominin getirdiği fırsat ve imkanlar kullanılmak istenmektedir. Bu kapsamda veriler hukuki düzenlemelere konu olmaya başlamıştır. Kamu sektörü elinde bulunan verilerin ise hukuk düzenleri tarafından nasıl ele alınacağı bu çalışmanın konusunu oluşturmaktadır.
The current level of data-based technologies has made it necessary for governments to regulate data governance. Many segments of society want to utilise the opportunities and possibilities brought by the data-based economy. In this context, data has started to be subject to legal regulations. How the data held by the public sector will be handled by the legal orders is the subject of this study.
