dc.description.abstractTürkiye’de bulunan ve sayıları 3 milyonu aşan Suriyelilere, Yabancılar ve Uluslararası Koruma Kanunu uyarınca “Geçici Koruma” statüsü sağlanmış; kişilere sağlanacak hizmetler ise geçici koruma statüsünün ulusal mevzuata girdiği ilk hukuki metin olan “Geçici Koruma Yönetmeliği” ile düzenlenmiştir. Bu çalışmada; geçici koruma statüsü hukuki olarak incelenmiş, statünün özellikleri AB Geçici Koruma Yönergesi ile karşılaştırmalı olarak ele alınmıştır. Son bölümde ise Geçici Koruma Yönetmeliği’nin Türkiye’de bulunan Suriyeli geçici korunanlara sağladığı hizmetlere değinilmiş, bu bağlamda AB uygulamasından edinilen gözlemler ışığında görüş ve öneriler sunulmuştur.
dc.description.abstractThe status of temporary protection is provided to Syrians in Turkey, who number over 3 million, in accordance with the Law on Foreigners and International Protection. This study examines temporary protection status legally and discusses the specifications of the status comparatively through the EU Directive on Temporary Protection. The last section addresses services that the Directive of Temporary Protection provides to the temporarily protected Syrians in Turkey; in that respect, opinions and recommendations are presented in light of the observations acquired from the EU application.
