dc.description.abstractAvrupa Birliği' nin (AB) son zamanlarda yaşadığı uluslararası krizler ile AB entegrasyonun geleceği konusunda soru işaretlerini gündeme getirmiştir. Bu bağlamda 2011 sonrası patlak veren Arap Baharı ile birlikte tüm dünya gözleri önünde yaşanan göç krizi ile milyonlarca insanın evlerini terk ederek Avrupa gibi refah seviyesi yüksek Batılı ülkelere göç etmeye başlaması AB içinde büyük yankı uyandırmış ve üye ülkeler arasında çatlakları gün yüzüne çıkarmakla da kalmayıp derinleştirmiştir. Ayrıca halen devam etmekte olan Rusya-Ukrayna krizi de aynı şekilde AB dayanışmasını büyük bir teste tabi tutmuştur. Bu krizler aynı zamanda birlik içindeki entegrasyonda üye devletlerin önceliklerinin farklı olabileceği ve bu bağlamda kriz anlarında kriz yönetimi için AB'den farklı tutumlar sergileyerek kendi ulusal çıkarlarını ön planda tutabileceğini tüm dünyaya göstermiştir. Birçok açıdan entegrasyonunu sağlayabilen, bu krizler göz önüne alındığında ortak bir tutum benimseyememiş ve üye devletler arasındaki güveni sarsmıştır. Bu bağlamda Vişegrad Grubu'nun (Macaristan, Polonya, Çek Cumhuriyeti, Slovakya) yaşanan krizler karşısındaki tutumu ve AB'nin merkezi Brüksel ile olan arasının gerilmiş ve AB'nin karar alma mekanizmasında aksaklıklara sebep olmuştur. Aynı zamanda bu ülkelerin AB'den farklı kriz yönetim biçimleriyle ile Birlik içindeki ağırlıklarını arttırmışlardır. Bu çalışma V4 grubu'nun bu AB krizler karşısındaki tutumunu post-işlevsicilik teorisi varsayımları ışığında inceleyerek Birlik entegrasyonunu incelemeyi amaçlamaktadır.
dc.description.abstractThe international crises that the European Union (EU) has recently experienced have raised questions about the future of EU integration. The migration crisis that broke out after the Arab Spring in 2011, which was experienced before the eyes of the whole world, caused a great repercussion within the EU and not only brought to light the cracks between member states but also deepened them. In addition, the ongoing Russia-Ukraine crisis has also put EU solidarity to a great test. These crises have also shown the whole world that member states may have different priorities in integration within the union and that in this context, they may prioritize their own national interests by exhibiting different attitudes than the EU in crisis management. Although they were able to achieve integration in many ways, they were unable to adopt a common attitude when these crises were taken into account and this has shaken the trust between member states. In this context, the attitude of the Visegrad Group (Hungary, Poland, Czech Republic, Slovakia) towards the crises and the EU's central Brussels has strained the relationship and caused disruptions in the EU's decision-making mechanism. At the same time, these countries have increased their weight within the Union with their different crisis management styles from the EU. This study aims to examine the V4 Group's attitude towards these EU crises in the light of the assumptions of post-functionalism theory and to examine the Union integration.
