dc.description.abstractTürkiye, özellikle son yillarda, doğal gaz alıcı ve satıcılarının etkileşim içinde olduğu uluslararası bir doğal gaz merkezi olmak için çabalamıştır ve yıllardır bu yönde adımlar atmıştır. Rusya ve Ukrayna arasında patlak veren savaşın ardından AB, doğal gaz sektöründeki mevcut ortaklıklarını güçlendirmek ya da yeni ortaklıklar kurmak için adımlar atmaya başlamıştır. Bu Türkiye'nin söz konusu uzun vadeli hedefini gerçekleştirmesine yardımcı olabilecek bir gelişmedir. Bu tez, Türkiye'nin belirtilen konjonktürdeki mevcut konumunu incelemekte, ülkenin bir ticaret merkezi için uygunluğunu değerlendirmekte ve bu merkez için gerekli koşulları sağlayacak önlemleri tespit etmektedir. Bunları somut olarak tespit edebilmek için, AB ve Türkiye'nin doğal gaz profilleri ve istekleri bir literatür taramasıyla analiz edilmiş, ayrıca potansiyel ortak ülkelerdeki durum açıklanmıştır. Bu temel üzerinde, doğal gaz sektöründeki çeşitli alanlarda çalışan sekiz uzmanla röportaj gerçekleştirilmiştir. Kendileri hem araştırmalarıyla hem de sektörün içinden edindikleri bilgileri aktarmıştır. Ortaya çıkan sonuçlardan biri, Türk devletinin özel sektöre tüm doğal gaz altyapısına ve tüm pazara erişim izni vermesi gerektiği olmuştur. Bu şekilde özel şirketler piyasaya giderek daha fazla entegre olabilecektir ve ticaret merkezine doğru adımlar atılabilecektir. Ancak bu merkez devlet tarafından değil, özel sektör tarafından kurulmalıdır. Bu bağlamda özel sektör ile devlet arasında bir diyalog kurulması elzemdir. Türkiye'nin dış politikası açısından, AB'yi bir ticaret ortağı olarak entegre etmek için gazın menşeinin belgelendirilmesi çok önemlidir. Ayrıca ülke, doğal gaz stratejisini bir ticaret merkezi olmaktan çok daha geniş bir perspektifte de şekillendirebilir.
dc.description.abstractTurkey has long-term aspirations to become a natural gas hub with an international natural gas market where buyers and sellers of natural gas interact. To achieve this goal,the country has been taking steps in this direction for years. In the wake of the conflict between Russia and Ukraine, the EU is seeking to reinforce its existing alliances in the realm of natural gas or forge new ones. This could facilitate the realization of Turkey's long-term objective. This thesis examines Turkey's current positioning in this conjuncture, evaluates the country's suitability for a trading hub, and identifies potential measures to fulfill the conditions required for this. In order to reach these conclusions, a comprehensive literature review was conducted, examining the natural gas profiles and efforts of the EU and Turkey. Additionally, the situation in potential partner countries was examined. Based on this analysis, eight expert interviews were conducted to gain further insights into the natural gas industry. The interviews provided both research-related and practical insights from experts in various fields of the sector. Subsequently, it became evident that the Turkish state must facilitate access for the private sector to the entirety of the natural gas infrastructure and the entirety of the market. This way private enterprises should be incorporated gradually more and more into the market. Subsequently, measures can be implemented to establish a trade hub. It is important to note that the private sector should set up this kind of a hub, rather than the state. In this context, it is essential that a dialogue be established between the private sector and the state. With regard to Turkey's foreign policy, it is crucial to certify the origin of the gas to be able to integrate the EU as a trading partner. Furthermore, the country can also shape its natural gas strategy from a broader perspective as a trading hub
